I have a wooden shelving system that has holes all along the pieces that hold the shelves together. I slip a skinny dowel rod through the holes and put spools of ribbon on the dowels.

You can also take a plastic Rubbermaid container (shoebox size) and drill holes on the sides and slip dowel rods through the holes and store your ribbon inside on the dowels. You would also want to cut slits in the front so that you could pull the ribbon through.
